2023/2024 Annual Report

Since 1987, EDCUtah has served as Utah’s premier nonprofit public-private partnership for catalyzing economic prosperity across Utah.

This long-standing statewide effort to attract competitive, high-value companies and spur the expansion of successful Utah businesses, has helped Utah become — and remain — one of the most desirable business destinations in the U.S.

Key Performance Indicators

EDCUtah recruits job opportunities and corporate investments that raise quality of life for Utahns. We ask each company we work with to provide an estimated project timeline, number of jobs, capital expenditure, and real estate needs. The numbers below represent the total multiyear project commitments announced during EDCUtah’s fiscal year.

New Projects

A total of 134 new corporate expansion and relocation projects entered EDCUtah’s pipeline in FY 2024. EDCUtah defines a new project as a company interested in Utah and able to provide three of the following: number of jobs, capital investment, square footage, project timeline, and budget approval.

Project Wins

This year, 28 companies announced a final decision to relocate or expand in Utah. Thirty-eight percent of FY 2024's project wins were Utah companies who decided to expand or relocate within Utah rather than choose an out-of-state site.

New or Retained Jobs

The 28 companies that chose Utah also committed to create 8,874 new jobs and retain 84 existing jobs over the life of their projects. This is perhaps EDCUtah’s most important KPI because of what it represents: job security and new employment for Utah residents.

Capital Investment

Capital investment (capex) quantifies the total amount of money companies anticipate spending on Utah real estate and equipment over the life of their projects. Our FY 2024 capex forecast was $1.2 billion, but a major announcement from Tract in January 2024 added $7 billion capex to our annual metrics.

This metric tracks the projected real estate footprint of EDCUtah's project wins—how much physical space these newly-relocated or newly-expanded companies will ultimately absorb.

Every year, EDCUtah invites members, stakeholders, and the public to nominate outstanding individuals and organizations for their leadership in economic development. These awards recognize Utah people and institutions who are making an incredible, tangible impact on our state - helping to bring jobs, investment, and prosperity to Utah communities.

Mayor Debbie Winn

Public Sector Leadership in Economic Development

Mayor Debbie Winn of Tooele City stands out as a leader with create true value in her community. The first woman to serve as mayor of Tooele City, Mayor Winn has done tremendous work for the city and has had huge wins to show for it. During her tenure as mayor, the city secured 6 major projects, bringing $241.5 million in investment, 1,249 jobs, and $3.2 million in grant funding.

Mayor Winn also secured over $3.2 million in grant funding to support future development and smart growth initiatives. Her efforts to extend the Redevelopment Area (RDA) at Peterson Industrial Depot have significantly reduced public debt through bonds and spurred further economic growth.

Congratulations, Mayor Winn, and thank you for your hard work and collaboration on creating a prosperous and resilient economy for generations of residents in and around Tooele City.

Lew Cramer

Private Sector Leadership in Economic Development

Lew Cramer is a leading figure in Utah's economic development, with decades in international business and real estate. Since 2013, he has helped lead the largest full-service commercial real estate company in the Intermountain West as CEO of Colliers | Utah. He also serves as a Utah State Transportation Commissioner, with responsibilities to assist and review the Utah Department ofTransportation activities and its almost $3 billion annual budget to plan, build and operate Utah’s growing multi-modal transportation systems.

Previously, Lew directed the U.S. and Foreign Commercial Service and co-founded an international consulting firm. He established and led the World Trade Center of Utah from 2006 to 2013, significantly enhancing Utah’s global trade presence.

Falcon Hill Aerospace Research Park

Institutional Cornerstone in Economic Development

Falcon Hill, a project of the Utah Military Installation Development Authority (MIDA), has played a vital role in the growth of Utah's aerospace and defense industry. Falcon Hill showcases the strength of public/private partnerships, and Northrop Grumman's decision to place their Ground Based Strategic Deterrent (GBSD) program here highlights the vision and hard work driving this development.
